1. PURPOSE AND PHILOSOPHY
The Board of Education is committed to ensuring the safety of students and employees and preparing for emergencies. An emergency response plan will provide order and direction in responding to emergencies.
Back to Top2. SCHOOL SAFETY PERSONNEL
The Superintendent shall appoint or designate a District-level school safety and security administrator as required by Utah Code Ann. § 53G-8-701.5. The administrator shall meet the requirements outlined in Utah Code Ann. § 53G-8-701.8.
Each school shall have the following safety personnel:
A safety and security specialist as described in Utah Code Ann. § 53G-8-701.6, and
By July 1, 2025, at least one of the following:
A school resource officer, as defined in Utah Code Ann. § 53G-8-701 and consistent with Nebo School District Policy JD, Student Conduct and Discipline;
A school guardian, as described in Utah Code Ann. § 53-22-105; or
An armed security guard.
Back to Top3. EMERGENCY RESPONSE PLAN
The Superintendent or designee is authorized to develop an emergency response plan. The plan shall be made available to employees. The plan shall be reviewed by district administration regularly, and employees shall receive regular training on responding to emergencies in accordance with the plan and applicable state laws.
The District’s emergency response plan must incorporate the standard response protocol established by the state security chief under Utah Code Ann. § 53G-8-803 and include emergency preparedness plans and emergency response plans for use during an emergency that include developmentally appropriate training for students and adults related to active threats, emergency preparedness, drills, and standard response protocols coordinated with community stakeholders.
In conjunction with the emergency response plan, and in accordance with Utah Code Ann. § 53G-8-701.5, a school safety specialist shall conduct a school safety needs assessment.
At least one employee in each classroom shall be equipped with a wearable panic alert device in accordance with Utah Code Ann. § 53G-8-805. All school building personnel shall receive annual training on the protocol and appropriate use of the panic alert device.
All security cameras within a school building shall be made accessible to a local law enforcement agency in accordance with protocols established between district administration and the law enforcement agency, as required by Utah Code Ann. § 53G-8-805.
The District emergency response plan may be made available on the district website. Under Utah Code Ann. § 53G-4-402, students are to have non-electronic notifications of and access to the emergency plan, unless each student is provided with a device capable of receiving electronic notification. Portions of the plan will not be made public and not posted on the district website. Under Utah’s Government Records Access and Management Act (GRAMA), Utah Code Ann. § 63G-2-106, records of security measures designed for the protection of persons or property are not public and not subject to disclosure under GRAMA. Moreover, records related to a school guardian are private, controlled, or protected under GRAMA, per Utah Code Ann. § 53-22-105, as are records related to a school safety needs assessment, per Utah Code Ann. § 53G-8-701.5.
In addition to the requirements above and others lawfully established by the state security chief, a District emergency response plan should also list emergency contact information of applicable District administrators and provide information about responding to the following situations.
Outdoor environmental emergencies;
Utility failure;
Medical emergencies;
Violence and crime; and
Indoor environmental emergencies.
